Effect of demographic stochasticity on eradication probability of an exotic species.

Possibility of eradication of an exotic species depends on nonlinearity of CPUE (catch per unit effort). If CPUE is a concave function of the population size N, the cost of eradication is infinitely large under some deterministic population dynamics model. However, if I incorporate demographic stochasticity into the population dynamics, the probability of eradication becomes positive with a finite expected cost. To elucidate this expectation, I consider the following model:N(t+1) = N(t)exp[r – aN(t)] – C(t)+ SX(t)Sqrt[N(t)], C(t) = [1–exp{–qE(t)(N(t)/A)^z}]N(t), where C(t) is catch in number in year t, SX(t) is the magnitude of demographic stochasticity, q is catchability, z is nonlinearity of CPUE, E(t) is the eradication effort, I obtained the eradication probability is positive even when the CPUE is concave (z > 0). Because extinction is a stochastic event, it is impossible to predict when the population goes extinct. Therefore the total cost of eradication and the time length until eradication are uncertain. I just estimate the expected values of the cost and time length.

Asian viewpoints in eco-risk management - deer and sea lions management in Shiretoko World Heritage

In Shiretoko World Natural Heritage, population control of sika deer in core area has been started. Impacts of Cervus on vegetation are severe in many areas. Scientific Council for Shiretoko World Heritage agreed with the population control with careful monitoring. IUCN’s Report of Reactive Monitoring Mission accepted the population control in the core area in February 2002.

Commercial fisheries exist in Shiretoko World Heritage site and cull Steller’s sea lions (Eumetopias jubatus) that damage fishing nets. Under international movement of marine mammals conservation, Hokkaido Prefecture set the cull limit of sea lions to seek coexistence of fisheries and sea lions. The cull limit was revised based on the Potential Biological Removal method. The IUCN’s report discouraged lethal measures and use of the meat of sea lions.

Hokkaido Prefecture made the population management plan of sika deer in 1998, some international ecologists surprised the agreement of this plan. Conservation of wildlife may have negative impacts on other components of ecosystems. Resource use may support its management const. I introduce population dynamic models for human-ecosystem managements.

生態リスク管理におけるアジア視点-知床世界遺産におけるシカとトドの管理

知床世界遺産では、核心地域である知床岬でシカの大量捕獲を進めている。世界各地で自然公園は禁猟区となり、シカ類が増加している。ニホンジカ(Cervus nippon)による自然植生への影響は各地で深刻である。知床世界遺産科学委員会では、激論の末、自然植生への影響を監視しつつ、遺産地域内でシカ密度を下げる実験を始めた。2008年2月にIUCN視察団が来たときにこれを説明し、理解を得た。

知床の海域では同時に通常の漁業が営まれ、漁網を破るトド(Eumetopias jubatus)を駆除している。海獣類保護の国際世論を受けて、北海道はトド採捕枠を設け、漁業とトドの共存を目指してきた。昨年からPBR(生物学的間引き可能量)に基づく採捕枠を設定された。トドについては、上記視察団から遺産海域での採捕より追い払いなどの措置を優先させ、捕獲個体の利用は奨励されないとの勧告を受けた。

1998年に北海道が道東エゾシカ保護管理計画を策定したとき、海外の研究者から「よく合意できた」といわれたという。野生動物を保護することで、生態系の他の構成要素に負の影響がでることがある。利用することで管理の資金を得ることもある。このような人と生態系の共存を図る管理に必要な個体群動態モデルを、上記の例で紹介する。

I am strongly afraid of increasing cull limit of Steller sea lions by Japanese Fisheries (see http://hymatsuda.blogspot.com/2008/04/date-tue-29-apr-2008-174020-0900-i-do.html). A few days ago I joined the advisory committee meeting for sea lion problems organized by Japan Fisheries Agency. The actual number of culled sea lions was ... smaller than the original cull limit. Although no Japanese environmental NGOs officially supported my opinion, I feel relatively happy. ... I also requested transparency of by-catch report of sea lions too. ...I ...discussed some incentive measures for fishermen to report bycatch record. I believe a step of advance in sea lions management in Japan. This is also very important for Shiretoko World Heritage.
