U.S. base opponent re-elected Nago mayor as relocation plan rejected

Mr. Inamine, who opposes a U.S. base relocation won the Nago mayoral election. Voter turnouts were 76%. The public opinion of the elector of a local self-governing body to the greatest point at issue came out clearly.
As I mentioned before in my Japanese Blog (http://d.hatena.ne.jp/hymatsuda/), the governor may have been able to answered the propriety of reclamation, after waiting for the result of a mayoral election. It was righteousness if a promoter candicate wins a mayoral election, in order for the governor who had declared that it refused one year ago. The former Minister, Morimoto, of the Democratic Party Administration was going to issue the application at the end of 2012. If he did, the reply was required by the end of 1913, but the Liberal Democratic Party Administration delayed the application. When the reply deadline considered it as one year from the application, the answer after a mayoral election. It was attained by the Abe Administration.
And it was the worst timing because USA was disappointed for the Prime Minister Abe worshipped at Yasukuni Shrine on. Although the governor thought that not only environment but the thing which it thinks synthetically and is judged was right, one year ago, it must have been declared that it refused. The governor who did not do it although it was able to wait for the mayoral election by the answer, but reversed his "promise" will cause a big twist between the Mayor and himself.
If a base is made so that clearly the influence on environment will not be avoided, as is written in the revised Environmental Impact Statement. Furthermore, when exposed to an attack of an enemy like once Pearl Harbor, the environment is affected greatly.
Someone may consider that a base may also have the opinion that it becomes a deterrent. Anyway, the environmental impact assessment (EIA) is not a thing supposing emergency.
And war is one of the greatest influence factors for environment, as well as human societies. Furthermore, while an opposition movement against Henoko continues, some other impact will appear. The EIA did not assume such effect of opposition movement either.
When we (the working group) submitted our report on the revised Environmental Impact Statement to Mr. Morimoto, he said some concern to which a severe opposition movement happens.
The Oura bay near Henoko is the place blessed with very rich nature. If it refuses to get money from the government in opposition to making the base, it may be required for Nago citizens to utilize this nature sustainably. It will be necessary to call to not only Japanese but U.S. citizens. Ecosystem services of Oura Bay may enrich Nago citizens forever, although the value may be much smaller than the temporal money from the Government if they accepted the U.S. base. Evaluating naturalrich worth of the Oura bay correctly may be the role of me and other ecologists.
Another concern is a relation with the extended problem of Naha Airport. When the governor granted a permission, this plan was reported. One of the biggest environmental impacts caused by U.S.base is a reclamation earth-and-sand. If it is considered as the same period as extension of Naha Airport, supply of earth and sand may become increasingly difficult.
