I would like to inform about "National Federation of UNESCO Associations in Japan (NFUAJ)", which is an NGO(!) and established in 1947 BEFORE Japan admitted to UNESCO (1951) and UN (1956).

According to http://www.mext.go.jp/unesco/007/001.htm (in Japanese), NJUAJ helped to establish AFUCA (Asia-Pacific Federation of UNESCO Clubs, Centers and Associations) in 1974. WFUCA (World Federation of UNESCO Clubs, Centers and Associations) was established in 1981.
