Cull limit increase for Steller sealions in Japan

I do not understand the reason why the cull limit of Steller sealions has been increased by 12 sealions in the 2008 season. I think the cull limit was revised from 116 to 120 in 2008 season, without any formal report of by-catch. We have strongly recommended that the by-catch report is indispensable for the future revision of the cull limit. I am really worry about a big influence of the world movement of marine mammal conservation.
